If you are only considering the PACUCOA Level as the basis for the ranking, you might be disregarding the University of the Philippines. UP does not apply for PACUCOA accreditation since it is an autonomous state university. Both UP Los Banos and UP Diliman dominates the top 10 (individual) in the Nutritionist-Dietitian exam. Both are also consistent with its 100% passing percentage.
